Ogun NCSU Chairman Held “Unconstitutional Meeting” To Cover Up Fund Misappropriation, Vice Chairman, Adedeji Alleged

The State Vice Chairman of Nigeria Civil Service Union (NCSU), Ogun State Council, Comrade Oke Oluwaseun Adedeji, has made series of allegations against the State Chairman of the Union, Comrade Ismail Oladipupo Sanyaolu, over the arbitrary use of power and gross misappropriation of workers savings and dues.

Sanyaolu’s outburst, which came during the State Executive Council (SEC) meeting on Thursday, was stated to have absolutely exposed him as a leader who flagrantly flouts constitutional provision and exercises arbitrary use of powers and disobedience to the rule of law unabated, hereby calling for immediate action to avoid further problems.

Comrade Adedeji, in a statement released on Saturday, elaborated more on the misdeeds of the state Chairman, and the misuse of power on members of the union.

According to him, the issues needed to be addressed as soon as possible, and a a matters of utmost importance and a development that is at the moment weakening the strength and good image of the union.

“I am constrained to address these urgent matters of utmost importance and a development that is at the moment, gradually decimating the strength and the good image of our dear Union, Nigeria Civil Service Union, Ogun State Council, which if not addressed now, the predicaments inflicted by the present leadership may consume it earlier than imagined”

Adedeji, while reacting to the state meeting, which was described as “Unconstitutional Meeting”, and had subjected the union to public shame through the chairman, absolutely exposed him as a leader who flagrantly flouts constitutional provision and exercises arbitrary use of powers and disobedience to the rule of law unabated.

“Before I proceed, kindly permit me to use this medium to apologize to all our members, respected labour leaders both in our Union and other reputable Unions in the State, as well as the general public, for the unfortunate videos that have since been in circulation, subjecting our highly revered Union to public opprobrium, portraying nothing but a show of shame as exhibited by the State Chairman of our Union, Comrade Ismail Oladipupo Sanyaolu popularly known by many as Asunmo. The video of the purported and unconstitutional State Executive Council (SEC) meeting of the Union, held on Thursday 31st of July, 2025, absolutely exposed him as a leader who flagrantly flouts constitutional provision and exercises arbitrary use of powers and disobedience to the rule of law unabated.

“The State Chairman’s involvement in the charade called SEC meeting, clearly falls short of anything that can be regarded as standard practice expected of a leader of his standing, exposing many of his committed atrocities from inception, and as such remains strongly condemned, absolutely rejected, and a shameful display of crass ignorance in deep rooted knowledge of unionism”.

On reasons of the state meeting, Adedeji said it is for the chairman to cover up his financial corrupt practices.

“One of the major reasons for the illegal and inglorious meeting is to cover up his overwhelming financial corrupt practices being perpetrated within the Union, especially in the questionable and suspicious conduct of operations of not-yet-registered and unregulated scheme of the Union – NCSU Retirement Savings and Loans Scheme – a scheme conceptualized and set aside, in good conscience by the past leadership, for civil servants who are members, to save their hard-earned money against their retirements, which by its formation, a separate entity from the Union”

Adedeji, added that Sanyaolu’s approval of the large amount of ₦20 million to the National Secretariat on request of the National President of the union, Comrade Oluwole Adeleye Sunday, for a loan request, is not done with the agreement of the other members of the union.

“Ladies and gentlemen of the Press, I want to confirm to you that, around February this year 2025, Comrade Sanyaolu unilaterally approved the transfer of a whooping amount of ₦20 million to the National Secretariat on the request of the National President Comrade Oluwole Adeleye Sunday for a loan from our members Savings Scheme without any convincing purpose or proper documentation on what the money was meant for, and no evidence of it’s repayment to the Scheme coffers.

“He frivolously appointed many Aides which are not known to the Office he occupies and constituted so many unconstitutional Committee which are heavily funded from the Union funds. Such unrecognized appointments he made with corresponding monthly salaries were; Senior Personal Assistant (SPA) to the NCSU State Chairman – ₦25,000; Personal Assistant (P.A) to the NCSU State Chairman – ₦20,000; Consultants (over 10 of them) to the NCSU State Chairman – ₦10,000 each; Selected Unit Chairmen (over 40 of them) loyal to the NCSU Chairman – ₦10,000 each; Asunmo Solidarity Movement led by Comrade Folashade Omoyele – ₦100,000; and many others that only a forensic Audit of the Union’s accounts can uncover”, he said.

However, speaking on the recent on the Annual General meeting (AGM), Adedeji, noted that members were not allowed to gain entrance into venue of the meeting was not also invited and not even informed of the meeting.

“On the issue of AGM, Comrade Sanyaolu unilaterally organised the 2023/2024 Financial Year Annual General Meeting where members were disenfranchised from gaining access to the venue of the event thereby sparked too many negative reactions and enraged so many members who feels they are stakeholders but have been shortchange and denied the right to where their money go. I can confirmed to you that I was not invited to that AGM and no official communication or meeting was held that I know about.”, He added.

Below is the Press Statement:

THE UNTOLD STORY OF ARBITRARY USE OF POWERS AND GROSS MISAPPROPRIATION OF WORKERS SAVINGS AND DUES BY THE OGUN NCSU CHAIRMAN

I, Comrade Oke Oluseun Adedeji, Vice Chairman of the Nigeria Civil Service Union, Ogun State Council, am constrained to address these urgent matters of utmost importance and a development that is at the moment, gradually decimating the strength and the good image of our dear Union, Nigeria Civil Service Union, Ogun State Council, which if not addressed now, the predicaments inflicted by the present leadership may consume it earlier than imagined.

The Nigeria Civil Service Union (NCSU), is a labour Union affiliated to the Nigeria Labour Congress (NLC) with over 5,000 dues and savings members across the Ogun State Public/Civil Service, with its Secretariat located opposite MKO Sports Arena, Kuto, Abeokuta.

1. UNCONSTITUTIONAL SEC MEETING OF 31ST JULY, 2025

a. Before I proceed, kindly permit me to use this medium to apologize to all our members, respected labour leaders both in our Union and other reputable Unions in the State, as well as the general public, for the unfortunate videos that have since been in circulation, subjecting our highly revered Union to public opprobrium, portraying nothing but a show of shame as exhibited by the State Chairman of our Union, Comrade Ismail Oladipupo Sanyaolu popularly known by many as Asunmo. The video of the purported and unconstitutional State Executive Council (SEC) meeting of the Union, held on Thursday 31st of July, 2025, absolutely exposed him as a leader who flagrantly flouts constitutional provision and exercises arbitrary use of powers and disobedience to the rule of law unabated.

b. The State Chairman’s involvement in the charade called SEC meeting, clearly falls short of anything that can be regarded as standard practice expected of a leader of his standing, exposing many of his committed atrocities from inception, and as such remains strongly condemned, absolutely rejected, and a shameful display of crass ignorance in deep rooted knowledge of unionism.

c. Gentlemen of the Press, our dear Union, NCSU is the first Union in Nigeria having been founded in 1912 with a very rich Constitution that guides its ethical principles and moral values which have since made it stand out till date. Owing to that rich background, it is therefore saddened that a character like Asunmo ever emerged as our Council Chairman. In one of the videos that recorded the charade, Comrade Ismail Oladipupo Sanyaolu was seen presiding and unilaterally taking decisions without other five (5) State Administrative Council (SAC) members in attendance. The shenanigan included a kangaroo election of the State Auditor which ought not to be, as the position is being occupied by a substantive elected Auditor in person of Comrade Oluwaseun Samuel Oloyede while the only vacant position, due to the demise of its occupant, Comrade Tajudeen Sorinmade, may God rest his soul, is the State Treasurer, which election ought to be a bye-election of the special delegates conference of the Union, subject to the approval and conduct of the National Secretariat of our great Union. Let me emphasize here that the Constitution of our Union stipulates clearly that two-third majority of the membership of the SEC must be in attendance before the SEC meeting commences at all. It is rather unfortunate that the Almighty Chairman presided over an all important SEC meeting without the two-third of its members, which comprises over 150 members. By implication, about 100 members of the SEC are expected to be in attendance as the two-third majority, rendering the meeting unconstitutional, vague, null and void.

d. It is unfortunate that one of the videos flagrantly exposed the incompetence of the State Secretary of our Council, Comrade Taiwo Ogunoye, as he was found helpless while Comrade Sanyaolu was usurping his constitutional roles and responsibilities as the State Secretary at the said kangaroo meeting. This crass incompetence is answered prayer for the Chairman following his long lobbying of the National Secretariat to post an inexperienced junior Secretary to Ogun NCSU, who can not check his excesses and abuse of powers.

2. REASONS FOR THE MEETING

a. One of the major reasons for the illegal and inglorious meeting is to cover up his overwhelming financial corrupt practices being perpetrated within the Union, especially in the questionable and suspicious conduct of operations of not-yet-registered and unregulated scheme of the Union – NCSU Retirement Savings and Loans Scheme – a scheme conceptualized and set aside, in good conscience by the past leadership, for civil servants who are members, to save their hard-earned money against their retirements, which by its formation, a separate entity from the Union.

b. However, let me put it on record that, the immediate past National Administrative Council (NAC) of our Union led by the erstwhile President, Comrade Lawrence Amaechi once received a petition on this same Scheme a few months after our inauguration in 2018 and a three-man Committee headed by Alhaji (Com.) Adisa, was constituted to audit the accounts of the Scheme and their Report condemned its operations in it’s entirety but unfortunately, Comrade Sanyaolu deliberately rejected all the recommendations of the Committee. And here he is today, siphoning our members money. I have a copy of the Report with me, if you wish to see it.

c. Also, let me emphasize on the fact that our Union is the only organization that I have seen where its State Auditor also serves as the State Treasurer. How did we get here? Let me explain! On the 23rd of April, 2023, just a few months to our re-election for the second term, the Council lost the State Treasurer, Comrade Tajudeen Sorinmade – may his soul continue to rest in peace. As at that time, according to the Union’s Constitution, a bye election was supposed to be held to fill the vaccum, owing to the sensitivity of the office, but against the constitutional practice, Comrade Sanyaolu, lavishly induced majority of the SEC members with money to allow the incumbent State Auditor serve in acting capacity as State Treasurer. That is the true picture of Comrade Sanyaolu-led administration in Ogun NCSU up till this moment. Isn’t that an abuse of powers and an aberation to the course of transparency and accountability of the Union financial dignity? And I ask again, how did we get here?

d. We arrived at this situation just exactly through the same process that was confirmed in the viral video that emanated from the kangaroo SEC meeting. Comrade Sanyaolu, in his usual shenanigans unbecoming of a labour leader and an Administrative Officer in the civil service, pronounces one Comrade Folashade Omoyele, a non-SEC member, another State Auditor when the position is not vacant by any means and without recourse to the National Secretariat of the Union, the SAC and the SEC, as demonstrated in the viral videos of absurdity. Does this mean that Comrade Sanyaolu by these failed actions, wanted to rewrite the NCSU Constitution by having two (2) State Auditors or has unilaterally expelled the incumbent State Auditor? All these questions are begging for answers from the State Chairman, Nigeria Civil Service Union, Ogun State Council, Comrade Ismail Oladipupo Sanyaolu aka Asunmo.

e. I think by now, my dear Comrade Folashade Omoyele, a product of unconstitunality, who has been jubilating in this gross misconduct, should have woken up from her slumber to realize that her purported election or nomination is unthinkable, inexcusable, unconstitutional, and can never be recognized because, never will NCSU have two (2) State Auditors in Ogun State, no matter what has transpired between her and the State Chairman for her to have agreed to this disgraceful act.

3. SAVINGS SCHEME AND SOME OF THE ATROCITIES COMMITTED BY COMRADE SANYAOLU

a. It will interest you to know that Comrade Sanyaolu has been the principal signatory to the several bank accounts of the Union, ditto the Savings Scheme bank accounts in which he unilaterally appointed his stooges, relatives, and close allies, but are also members who are not professionals in the field, as the Scheme Committee Executives – an unconventional act unbecoming of a financial setup – which supposed to be runned by a separate and independent body and leadership, replicating that of the Association of Senior Civil Servants of Nigeria; a sister trade Union in the State Public/Civil Service, and has been having overbearing and unchecked influences on the activities and finances of the Scheme in the last seven (7) years of his Administration.

b. It’s disheartening to tell you that we have records of civil servants that are members of this Savings Scheme who needed ₦100,000 to safe life, pay school fees, settle rents, clear hospital bills and many other very important reasons at one time or the other, yet they couldn’t access loans from this Scheme due to the favouritism nature of the Chairman and the Scheme Committee yet, Comrade Sanyaolu in actual fact has been lending out millions of naira from this our Scheme to private and business individuals, who are not members and as well, are not civil servants.

c. One among these business individuals is one Mr. Sofoluwe, the CEO of Stephanie Motors at Olorunsogo area of Abeokuta. It is important that I make it clear that while Comrade Sanyaolu was an Assistant Secretary of our great Council during the administration of Comrade Babajide Mathew Sodiya-led Exco, Comrade Abidemi Sanyaolu, the then State Treasurer of the Union and Comrade Ismail Oladipupo Sanyaolu facilitated the some of ₦5million loan for Mr. Sofoluwe while the then Chairman, Comrade Babajide Sodiya only signed as a witness but later the story was fine turned against Comrade Babajide Sodiya by Comrade Sanyaolu during his electioneering campaign that brought him (Comrade Sanyaolu) to power in 2018.

d. To buttress the above claim, Comrade Ismail Oladipupo Sanyaolu without the consent of the SAC in which I’m part and parcel of, under one year of our tenure in office, lent the same man, Mr. Sofoluwe another ₦7million from the civil servants savings, without any evidence of repayment to the coffers of the Scheme. If anyone thinks I’m lying against the Ogun NCSU Chairman, let him (Comrade Sanyaolu) come out and debunk this and the appropriate quarters will take over the matter immediately.

4. OTHER ILLEGAL BENEFICIARIES OF OUR WORKERS’ SAVINGS

a. It saddens my heart when I thought about those poor civil servants and our members who keep their hard-earned money for their future yet, they suffer seriously before securing a ₦100,000 loan from their savings and then Comrade Ismail Sanyaolu, a Grade Level 10 Administrative Officer doles out money extravagantly at his will.

b. It is on record that Comrade Sanyaolu in his usual way of abusing powers, lent one Comrade Odebunmi, the immediate past Chairman of NCSU, FCT Council, who is also his brother from his family compound in Igbore a sum of ₦5million without any traces of repayment.

c. Millions of naira that can not be accounted for has also exchanged hands between Comrade Sanyaolu, Hon. Sowunmi Olanrewaju, a one time State Trustee of the Union, and one POS operator, at Odo-Oyo area of Abeokuta, whose name was confirmed to be Akinbami Kabiru. Where did these millions of naira went to? No one has any answer to this except Comrade Sanyaolu and Hon. Sowunmi Olanrewaju.

5. LARGESSE EXTENDED TO OUR NATIONAL SECRETARIAT AND ASUNMO AIDES

a. Ladies and gentlemen of the Press, I want to confirm to you that, around February this year 2025, Comrade Sanyaolu unilaterally approved the transfer of a whooping amount of ₦20 million to the National Secretariat on the request of the National President Comrade Oluwole Adeleye Sunday for a loan from our members Savings Scheme without any convincing purpose or proper documentation on what the money was meant for, and no evidence of it’s repayment to the Scheme coffers.

b. He frivolously appointed many Aides which are not known to the Office he occupies and constituted so many unconstitutional Committee which are heavily funded from the Union funds. Such unrecognized appointments he made with corresponding monthly salaries were;

1. Senior Personal Assistant (SPA) to the NCSU State Chairman – ₦25,000

2. Personal Assistant (P.A) to the NCSU State Chairman – ₦20,000

3. Consultants (over 10 of them) to the NCSU State Chairman – ₦10,000 each

4. Selected Unit Chairmen (over 40 of them) loyal to the NCSU Chairman – ₦10,000 each

5. Asunmo Solidarity Movement led by Comrade Folashade Omoyele – ₦100,000

6. And many others that only a forensic Audit our the Union’s accounts can uncover.

6. LANDS AQUISITION AND BUILDING APPROVAL

a. I recalled that around 2021/2022, the ‘not independent’ and rubber-stamp Committee of the NCSU Retirement Savings and Loans Scheme headed by Comrade Sanyaolu secured some hectares of lands at Kobape Village without any prior key stakeholders meeting of the Scheme to authorize or ratify the decision of the Committee before and after the purchase of the lands, and up till now, nobody has the report of how much was expended on the project.

b. In the same vein, the Building Committee was inaugurated in which I was made the Committee Chairman. However, after the ground breaking and turning of sod of the two-storey building Guest House project done by the NCSU National President earlier this year, the white elephant project was abruptly put on hold when I and the Vice Chairman II/ Chairperson, Women Commission of our Union, Comrade Olaiya Omolara kicked against the decisions of the State Chairman, Comrade Sanyaolu, alongside other SAC members who are his stooge; Comrade Samuel Oloyede, Comrade Kazeem Oyaoso, and Comrade Iliyasu Kamil who are the acting State Treasurer, State Trustee and Assistant State Secretary respectively to go and borrow a sum of ₦500million from a commercial bank to enable the Building Committee in which I Chair to complete the project before the expiration of our tenure that is barely one year. Why the project, now that you’re about to leave office? Who approved this project in the first place? Who bears the brunt after your tenure? Why do you want to build an hotel in that kind of environment? And many more questions that I have asked and no answer has been supplied yet.

7. ANNUAL GENERAL MEETING (AGM)

On the issue of AGM, Comrade Sanyaolu unilaterally organised the 2023/2024 Financial Year Annual General Meeting where members were disenfranchised from gaining access to the venue of the event thereby sparked too many negative reactions and enraged so many members who feels they are stakeholders but have been shortchange and denied the right to where their money go. I can confirmed to you that I was not invited to that AGM and no official communication or meeting was held that I know about.

8. CONCLUSION

I want to state unequivocally that every single allegation that I have raised in this release is nothing but the truth and the true state of things in the Nigeria Civil Service Union, Ogun State Council. I have every single evidence to back all my claims and I will never condone the persistent act of impunity we have been subjected to by the State Chairman of the our Union, Nigeria Civil Service Union, Ogun State Council, Comrade Ismail Oladipupo Sanyaolu.

On this note, I am respectfully calling on our revered Head of Service, the National Secretariat of our Union and all other relevant financial crimes agencies to swiftly act on this revelation and also attend promptly to the impending crisis rocking the Ogun State Council of the oldest Union in Nigeria, Nigeria Civil Service Union. I shall also make myself available for further questioning and inquiries if the need arises.

Thanks and God bless!

Solidarity…..!!!
An injury to one, is an injury to all!

2. REASONS FOR THE MEETING

a. One of the major reasons for the illegal and inglorious meeting is to cover up his overwhelming financial corrupt practices being perpetrated within the Union, especially in the questionable and suspicious conduct of operations of not-yet-registered and unregulated scheme of the Union – NCSU Retirement Savings and Loans Scheme – a scheme conceptualized and set aside, in good conscience by the past leadership, for civil servants who are members, to save their hard-earned money against their retirements, which by its formation, a separate entity from the Union.

5. LARGESSE EXTENDED TO OUR NATIONAL SECRETARIAT AND ASUNMO AIDES

a. Ladies and gentlemen of the Press, I want to confirm to you that, around February this year 2025, Comrade Sanyaolu unilaterally approved the transfer of a whooping amount of ₦20 million to the National Secretariat on the request of the National President Comrade Oluwole Adeleye Sunday for a loan from our members Savings Scheme without any convincing purpose or proper documentation on what the money was meant for, and no evidence of it’s repayment to the Scheme coffers.

b. He frivolously appointed many Aides which are not known to the Office he occupies and constituted so many unconstitutional Committee which are heavily funded from the Union funds. Such unrecognized appointments he made with corresponding monthly salaries were;

Signed:

Comrade Oke Oluwaseun Adedeji
State Vice Chairman, Nigeria Civil Service Union, Ogun State Council.
